Towing Policy
Vehicle Towing Policy & Procedure

Each unit has one assigned covered parking space (assigned limited common area).  In addition, there are only 85 unassigned limited common area parking spaces available for use by both residents and their visitors.

Vehicles improperly parked description:  doubled parked, parked in fire lanes, parked in mailbox pick up areas, parked in another resident’s parking space, parked on roadways, parked on the basketball court, or parked in unpaved areas, may be towed without notice at the owner’s expense.  In addition, certain vehicle types may not be parked or stored on Treehill Park property and are subject to towing in accordance with this procedure.

WHAT TYPES OF VEHICLES ARE NOT PERMITTED?

According to the house rules and bylaws as promulgated and enforced by this and previous boards, these types of vehicles are prohibited at Treehill:
Unlicensed/unregistered vehicles of any size or type, including those with expired tags, or expired temporary tags
Recreational vehicles/RV’s
Off road vehicles
Boats & watercraft
Abandoned vehicles
Inoperable vehicles
Trucks larger than ¾ ton 
Vehicles carrying hazardous or dangerous goods and materials
Trailers:  work trailers, house trailers, sport/utility trailers, horse trailers, etc.
(Exceptions:  Trucks, trailers and vans while loading and unloading, and landscaping/maintenance trucks and trailers in use by contractors working at the time at Treehill during normal working hours.  Such vehicles are prohibited here overnight.)

TOWING POLICY

Prohibited vehicles and vehicles which are improperly parked are subject to towing at the owner’s expense.  Once towed, the towing, storage and other related costs and charges are at the owner’s expense.  All arrangements are to be made by the owner directly with the towing company.

TOWING PROCEDURE

The towing policy established is:

If the ownership of a vehicle is in an assigned parking space can, in the judgment of the responsible board members, be easily established by the Association or the management company, a courtesy call to the owner will be established.
No less than ten days after the date of the courtesy call, a “Vehicle Tow Notice” will be posted on the vehicle.
If the ownership of the vehicle cannot be established, after a reasonable period of time, a “Vehicle Tow Notice” will be posted.
72 business hours after the “Vehicle Tow Notice” has been posted, the request for tow by the board will be ordered.
A copy of the Towing Order will be retained in Association files.  No other notification is required prior to towing.  

This procedure does not prevent the immediate towing of improperly parked vehicles or vehicles which must be moved because of emergency or for the health and safety of residents.  There will be no exceptions to this policy and procedure except as agreed to by a majority vote of the board and confined by written notice to the resident and a copy to the property management company.
